Adding users + triggers

Hello,

Is there a way of creating a trigger to prevent someone from create a user that is apart of Engineering and V&V. Is there a better approach? Thank you.

I don't believe there is such a thing as a user creation trigger.

Sounds to me like the answer to your question is simple: limit Administrator and DB Manager access.
